a ministry of magic subplot
The idea of threats to the wizarding world seemed to die with the imprisonment of Gellert Grindelwald and allowed the community to, at long last, breathe a deep sigh of relief. There was no more worry of danger and no need for paranoia, allowing people to return to their normal lives. This shift in ideals and concerns of the community meant that less attention was given to the Ministry of Magic, as less attention was needed. Gone were the days of anxiously waiting for the paper to be delivered in the morning and it was replaced by an eagerness to feel happy and safe. The Daily Prophet began reporting less on laws passed or trials, instead only giving the Minister of Magic or scandals their time and valuable print space. What the people wanted to read was about new, exciting things and not issues that were potentially worrisome or threatening. And what the people wanted, they would get.
This ignorance and need for blindness was what allowed Tom Riddle to move his followers into the Ministry of Magic. They were an unseen, unknown threat to the world but that did not lessen the impact of their existence. In fact, it strengthened their capabilities. Death Eaters began to replace lawyers, aurors, and other authoritative figures in the Ministry, working entirely on the orders of their ‘Dark Lord’. And they did so completely unnoticed by the rest of the community. Years passed and they began to move up and closer to the positions that held most power. Though never overstepping the boundaries of what was reasonable and what was suspicious. Younger Death Eater’s settled for jobs below Heads of departments or used their abilities to spy rather than manipulate. Their influence over the minds of the common, however, grew stronger, as they made little suggestions one at a time that seemed harmless or reasonable. This gave way to new laws and reforms without question.
By the time 1950 rolled around they managed to have a face in nearly every department within the Ministry and held the head position of more detrimental areas, save for the Minister’s position itself. This was accomplished by seeking out former Grindelwald supporters who were older, held more respect in the Ministry, and could conceivably obtain positions such as the Head of a department.
Update 2/4: Tom Riddle has secured a pawn in the position of Minister of Magic. After the death of Wilhelmina Tuft, they encouraged and supported the movement of Ignatius Tuft as her replacement. This man, carefully watched and advised by Abraxas Malfoy is the key to their success. Meanwhile, the rest are working toward newer reforms and recruitment in European locations.
